hour shortage

Okay, this is seriously bullshit! yesterday, I had an interview with ________, which is a retail store in the mall. The girl who interviewed me seemed pretty nice. When she was talking to me, she said "you'll be able to get 32 hours/week here!" which seemed pretty sweet. After the interview, she said "if you don't hear anything from me next week, give me a call!". A few hours after the interview, she gave me a call and we set-up for me to come in and fill-out paper work in a few days. I called back today, to talk to the person who does the schedule, to make sure I'll actually start working next week; not only filling-out tax crap. She says "oh, I'm not really going to have any hours for another three weeks.."
what the hell??? why would they hire me, if I'm not going to be getting any hours for three weeks?
the first girl I talked to gave me the impression that everything would be just peachy. I said f it, decided to apply as a cashier at this diner.. they're open almost all hours, so they'll probably need lots of help. This sort of thing normally wouldn't bother me, but I have been having some pretty bad lucky lately and honestly feel like my unemployment is partially because of hiring people telling me lies. :/
